Any person who leases a home and possesses gas appliances has a legal obligation to ensure that they are properly maintained and safe to use. The Gas Cooking Appliances (Safety) Regulations of 1984 were replaced by the Gas Cooking Appliances (Safety) Regulations of 1989. It is now illegal to sell a second-hand gas cooking device unless it meets specific safety criteria, according to the new laws.
All gas carrying components must be sufficiently sound to avoid leaks of gas or harmful gases, oven door seals must be effective, and burner ignition systems must operate to assure quick ignition, among other safety criteria. Also, Carbon monoxide levels in combustion products must not be high enough to cause death or personal injury, gas shut-off devices must work quickly and safely, tap handles must be designed so that they cannot be accidentally turned on, and surface temperatures must not be too high to cause injury or fire (apart from working surfaces). Most importantly, on the appliance or in the accompanying documentation, information for safe installation, adjustment, maintenance, and operation must be clearly marked.
Gas cookers that fulfil the safety standards will have the CE mark, indicating that they were produced in accordance with the regulations. However, a qualified and competent person must inspect the appliance on a regular basis to ensure that it meets current safety criteria. A violation of one of the Gas Cooking Regulations has a maximum punishment of an unlimited fine or up to two years in jail.
Gas appliances can only be installed by someone who is qualified under the Gas Safety (Installation and Use) Regulations 1998, such as a Gas Safe registered person. All gas appliances should be fitted by a Gas Safe-registered person and tested every 12 months, with records kept of the test dates, any faults, and the corrective action undertaken.
This information must be made available to tenants by their landlords. Installed gas cookers must have visible and durable control indications, appropriate pan supports, easy-to-operate tap handles that are difficult to switch on accidentally, must ignite quickly, have oven doors that seal, and have clear instructions for safe usage. Working with gas cookers without being registered with the Gas Safe Register is prohibited, and all gas installers must complete recognised examinations to demonstrate their competence.
Checking that the existing gas connections are safe to use and meet legal requirements, disconnecting the existing cooker, un-boxing and inspecting the new cooker, connecting to an existing gas pipe, and checking that the gas supply is gas tight are all part of a standard gas cooker installation service. Also, after testing the new cooker to ensure it is operational and ready to use, a complete health and safety inspection is carried out in order to provide a Gas Appliance Installation certificate.
